Classification and operation
Blank-firing guns are designed to produce a realistic blasting noise without firing a projectile. They are primarily used for self-defense, film, historical reenactments, training, or collecting.
They operate with specific cartridges (6 mm, 8 mm or 9 mm PAK) which generate a sonic explosion and, depending on the model, a flame from the barrel. Some models can fire special ammunition such as tear gas or pepper spray for deterrent use.
Conditions of acquisition
To acquire a blank weapon classified in category C12, you must:

Be of legal age (18 years or older).

Create an SIA (Weapons Information System) account via the “holders without a title” module.

Provide a valid identity document (identity card, passport or residence permit).

Present a medical certificate dated less than one month ago, attesting that your physical and mental health is compatible with the possession of category C weapons.
Once purchased from an authorized gunsmith, the weapon is automatically registered in your digital repository. You must then confirm the purchase online via your SIA account. If you fail to do so, the purchase is automatically validated after 5 days.
Port and transport
Carrying and transporting a blank weapon, even if legally owned, is prohibited without a legitimate reason. A legitimate reason is assessed on a case -by-case basis by law enforcement or a judge, taking into account the location, circumstances, and context. For example, claiming that the weapon would be used to better deal with an altercation or danger does not constitute a legitimate reason in itself. Public Service
Penalties for violations
Failure to comply with the legislation may result in:

Carrying or transporting without legitimate reason : fine of €15,000 and 1 year in prison.

Illegal conversion into a real weapon : up to 5 years imprisonment and a €75,000 fine.
